In 2024, many regions in Italy have begun tightening regulations to improve food safety and prevent unfair competition with the restaurant industry.

What do the new Italian B&B breakfast rules say?
From 2024 onward, the following rules apply in most regions across Italy:
❌ Not allowed (without food service license):

Home-baked cakes, fresh fruit, bread, cheese or any non-packaged food

Open buffets or self-serve breakfast tables

Preparing or serving food in an unapproved kitchen
✅ Allowed:

Pre-packaged foods such as biscuits, crackers, jams, sealed juices, coffee pods, and tea bags

Breakfast offerings that do not require preparation and are presented in sealed packaging
If your B&B or vacation rental does not have a certified food prep kitchen (and no HACCP plan), you are only allowed to serve pre-packaged breakfast items.

Why did Italy change its breakfast laws?
The updated laws were introduced to:
