๐ Italy bans key lockboxes for holiday homes from 2025
In recent years, Italy has significantly tightened its regulations around short-term holiday rentals. One of the key new rules: the use of key lockboxes is no longer permitted.
๐ซ Why are key lockboxes banned?
The primary reasons behind this decision are safety, guest control and tax enforcement. Authorities want to:
-
Reduce illegal or unregistered rentals
-
Ensure that all guests are officially recorded
-
Prevent anonymous use of properties (linked to money laundering or fraud)
-
Ensure property owners fulfill their legal responsibilities
โ๏ธ What does the law actually require?
From 2025 (in many regions including Piedmont), the following are legally required:
-
Guests must be personally received at check-in
-
Their identity documents must be verified (ID or passport)
-
Guest data must be submitted via the Portale Alloggiati system within 24 hours
-
The use of lockboxes or any form of self-check-in without personal contact is strictly prohibited
These rules apply whether you rent via Airbnb, Booking.com or privately.
๐ฎ How is it enforced?
Italian police and local municipalities have stepped up inspections since 2023.
Enforcement happens through:
-
Random checks (e.g. at transport hubs)
-
Neighbour reports
-
Monitoring of online listings (Booking, Airbnb, Facebook)
If caught violating the rules, owners may face:
-
๐งพ Fines ranging from €500 to €3,000
-
โ Suspension or closure of rental license
-
๐ Legal proceedings for repeat violations
๐ ๏ธ What can you do as a property owner?
โ
1. Ensure personal check-in for all guests
Either in person or via a certified local partner
โ
2. Register for Portale Alloggiati access
This is mandatory for every vacation rental in Italy. Application must be done through your local police station.
โ
3. Obtain your regional rental license (CIR code)
Required in many regions to legally advertise your property
โ
4. Work with a property manager who understands the law
To avoid costly mistakes and ensure your rental stays active
